What is the relationship between flaps and maximum braking for planes?

I want to know if a plane brakes faster with the flaps down or with the flaps up. I'm thinking that flaps create both lift and drag but how does this link to braking. For example, in a rejected takeoff (some large plane - 737, A320,...) would you raise the flaps or not. And in a Cessna, if you were landing on a short strip, would you raise the flaps?
