I have apiece of brass it has a eagle on it and flower design on both sides and a rose on the bottom it looks?

it looks likea old door knocker or off a flag pole do i scrap it it has a hole in the center and little stand that holds it to stand up it has numbers 24-35 on a brass flap what do i do it almost weighs almost a pound could it be from the military?
