Film noir movie titles?

For the life of me, I can't figure out the title of a film noir I watched in college about a missing pelican statue. I think the statue was gold and the movie was made in the early '40s. There was the femme fatale who hired the PI in the first place but she was really working for the bad guys. The PI fell in love with her but sent her off to jail in the end. Can anyone recall the title (if they even know what I'm talking about)?
