I have a question about my new kayak?

Ok so I got a kayak for christmas. Is it a 10 ft long pelican pursuit 100. Cheap little thing. I live in Louisiana. What do i need on the kayak to be legally kayaking? I am 15 years old. And also, We go to other states and I want to bring my kayak there. How do I legally kayak out of state? I would be kayaking in Hot Springs Village, Arkansas. A peaceful little lake. And also the big lakes in Hot Springs, Arkansas. Any documents or anything?
